Defines "highest administrative officer" as a cabinet-level official appointed by the Governor to clarify who must attend JLOSC public hearings and meetings.

Allows the highest administrative officer to appoint a designee with the JLOSC Chairperson's approval, or permits the Committee to designate an alternative person to attend hearings.

Changes agency reporting deadline from January 15 annually to October of the year immediately before agency review, with possible extension to December 31.

Shifts initial public hearing schedule from February 7 through the second Tuesday of March to January through March, subject to General Assembly needs.

Clarifies JLOSC staff duties regarding draft report preparation, including requirements for public availability, background information, and preliminary evaluations or recommendations.
