Creates a new special registration plate featuring migratory shorebirds that vehicle owners can apply for through the Division of Motor Vehicles

Requires a one-time fee of $50 (including $15 administrative fee) upon initial application, plus a $25 annual surcharge in addition to regular registration fees

Directs the non-administrative portion of fees and annual surcharges to the Delaware Ornithological Society to support its mission

Plate design will be determined jointly by the Delaware Ornithological Society and the Division of Motor Vehicles, with plates displaying the same numbers/letters as the owner's existing registration

Applies fee requirements to all applicants, including nonprofit organization members who may otherwise be exempt from registration fees under existing law
