Establishes the Delaware Perinatal Quality Collaborative to improve pregnancy outcomes for women and newborns by addressing obstetrical blood loss management, substance use disorder in pregnancy, neonatal abstinence syndrome, and advancing evidence-based clinical practices through quality improvement.

Collaborative membership includes representatives from the Delaware Healthy Mother and Infant Consortium, birthing institutions, medical associations (ACOG, AAP, AAFP, AWHONN), healthcare providers, and a consumer advocate; includes one non-voting midwife representative.

Requires the Collaborative to maintain quality improvement projects based on best practices, identify performance metrics, utilize real-time data for rapid-cycle quality improvement, and share successful projects across hospitals and facilities.

Constitutes the Collaborative as an independent public instrumentality placed within the Department of Health and Social Services for administrative purposes; meetings are closed to the public except for at least 2 annual public meetings for receiving community comment.

Documents generated by the Collaborative are confidential and not public records under Chapter 100 of Title 29; exempts only agendas, minutes, and documents from public meetings; Collaborative must provide an annual report to the General Assembly on pregnancy outcomes and recommendations.
