Authorizes Delaware and its counties and municipalities to install and use vehicle height monitoring systems to enforce motor vehicle size restrictions on state, county, and municipal roads.

Requires the Department of Transportation to identify candidate road locations and conduct appropriateness analyses within one year; the Department of Safety and Homeland Security must select a vendor through competitive procurement and approve systems on state roads.

Establishes civil penalties for violations: first violation results in a warning notice, second violation is $250, and third or subsequent violations are $500; violations do not count as moving violations, appear on driving records, or affect insurance.

Mandates daily set-up logs maintained by designated technicians confirming manufacturer-approved self-tests before system operation, and requires violation notices be mailed within 30 days with specific information including recorded images and law enforcement verification.

Exempts emergency vehicles, authorized state vehicles, snow plows, school buses, delivery vehicles, and recreational vehicles; makes vehicle owners liable unless they prove theft or another driver was in control at the time of violation.
