Increases Fund Committee membership from 6 to 7 members for special animal welfare license plates.

Changes committee representation from presidents of organization boards of directors to Executive Directors of First State Animal Center—SPCA, Delaware SPCA, Delaware Humane Association, and Faithful Friends Animal Society.

Adds the Executive Director of the Brandywine Valley SPCA as a new 7th voting member of the Fund Committee.

Retains the Secretary of the Department of Health and Social Services as Chairperson serving as ex officio nonvoting member and the President of the State Veterinary Board as a voting member.

Makes technical corrections to conform language to Delaware Legislative Drafting Manual standards.
