Requires the Governor's Council on Agriculture to have exactly 7 members appointed for 3-year terms, changing from "not more than 7 members"

Removes the political party balance requirement that previously mandated representation limits between major political parties

Adds requirement that the Governor consider geographical and other diversities when making appointments to the Council

Establishes that a quorum for conducting official business is a majority of members, with vacant positions not counted toward quorum calculations

Allows the Governor to appoint members for terms less than 3 years to stagger term expirations so no more than 3 members' terms expire in any given year
