Clarifies the Public Advocate's authority to appear on behalf of consumers in federal and State courts and federal administrative agencies in matters involving public utility rates, services, and practices.

Adds explicit power for the Public Advocate to appear before State regulatory agencies and commissions for the limited purpose of offering public comment in utility-related matters.

Authorizes the Public Advocate to hire experts in utility regulation (including economists, cost of capital experts, rate design experts, accountants, engineers, and attorneys) as needed for proceedings before the Commission.

Requires annual budgets for expert compensation and expenses to be provided through the Delaware Public Utility Regulatory Revolving Fund, with authorization to request additional funds from the General Assembly for specific instances or emergencies.

Makes technical corrections to conform existing law to Delaware Legislative Drafting Manual standards.
