Authorizes the Department of Special Services to execute leases for erecting, maintaining, and operating wireless communications facilities on New Castle County park land and land held in public trust.

Prohibits exclusive arrangements with any person for wireless communications facilities on park land or land held in public trust.

Requires a bona fide commitment from a wireless service provider to occupy a facility before the County enters into an agreement for wireless communications facilities on park land or land held in public trust.

Mandates County Council approval by resolution for all leases involving wireless communications facilities on park land or land held in public trust.

Requires lease provisions allowing the County to remove wireless communication facilities upon lease termination or expiration and restore the property to its previous state consistent with park and recreational purposes.
