Adds a new duty to the Division under the Delaware Technical Innovation Program to help Delaware institutions of higher education identify and sponsor proper legal status for foreign-born entrepreneurs who are current graduate students or earned a graduate degree within the last three years, including Optional Practical Training (OPT) and H1-B/EB-2 visas.

Expands the Delaware Strategic Fund to support institutions of higher education in assisting foreign-born graduate student entrepreneurs with obtaining proper legal status needed to establish new businesses and develop technologies in Delaware.

Renumbers existing fund purposes in the Delaware Strategic Fund and adds the new visa/legal status support as a fourth fund purpose alongside retention/expansion of existing firms, recruitment of new firms, and formation of new businesses.

Establishes a 3-year sunset provision requiring the Joint Legislative Oversight and Sunset Committee to review the Act, after which it expires unless extended by the General Assembly.
