Prohibits new adult entertainment establishments from operating in the same building or within 1,500 feet of another adult entertainment establishment.

Prohibits new adult entertainment establishments from operating within 500 feet of any residence or within 2,800 feet of a church or school, regardless of zoning.

Prohibits new adult-oriented retail establishments from operating within 500 feet of another adult-oriented retail establishment, 200 feet of a school bus stop or residence, or 500 feet of a church or school.

Requires adult-oriented retail establishments to prevent sexually-oriented material, devices, or paraphernalia from being visible from outside the establishment at any time, including when doors are open.

Prohibits new adult establishments from operating in a building where an adult establishment previously operated after the effective date of this Act; violations of all restrictions are punishable by fines up to $5,000.
