Prohibits discrimination based on genetic characteristics, genetic information, or genetic test results in the issuance, renewal, and rating of insurance coverage.

Defines discrimination to include seeking genetic information for nontherapeutic purposes and making insurance decisions based on an individual's genetic information.

Allows results of genetic tests ordered by health-care practitioners to be used for disability and long-term care insurance if reasonably related to anticipated claims experience and approved by the Insurance Commissioner.

Prohibits commercial genetic testing providers from sharing genetic test information, results, or personally identifiable information with insurers without the individual's written consent.

Applies protections to non-health insurance products including disability, long-term care, and life insurance, addressing gaps not covered by federal law.
