Increases the State's contribution to the Delaware Standardbred Breeder's Program from $750,000 to $1,250,000 annually, with funds allocated equally among licensees conducting live harness horse racing.

Increases the State's contribution to the Delaware Certified Thoroughbred Program (DCTP) from $250,000 to $500,000 annually, allocated to the existing licensee conducting live thoroughbred horse racing.

Increases dedicated funding for the Delaware Standardbred Breeder's Program from $1,500,000 to $2,000,000 annually ($1,000,000 per harness racing licensee, up from $750,000), sourced from purse money that would otherwise be distributed.

Increases dedicated funding for the DCTP from $500,000 to $750,000 annually, sourced from purse money that would otherwise be distributed.

Implements a matching fund structure where horsemen provide half the additional funding from purse reductions and the State provides the other half to enhance both agricultural horse racing programs.
