Proposes amendment to Delaware Constitution Article I to establish an individual's right to hunt, fish, or trap wildlife in the state as a constitutional right.

Declares hunting, fishing, and trapping as valued parts of Delaware's natural heritage and the preferred means of managing and controlling wildlife.

Preserves General Assembly authority to regulate hunting, fishing, and trapping through laws and rules for wildlife protection, conservation, and management.

Specifies that the amendment does not limit trespass or property rights laws, affect water rights, prevent license suspension or revocation, or diminish state power to regulate commercial activities.

Requires two-thirds majority approval in both chambers of the General Assembly to advance as first step of constitutional amendment process.
