Department of Education must establish a uniform kindergarten registration process by the 2021-2022 school year, with all school districts and charter schools required to use it beginning in the 2022-2023 school year.

Uniform registration process must be available through both Internet and paper forms, in English and Spanish, and include documents covering acceptable use of technology, transportation, free/reduced lunch, home language survey, prior child care, and special education status.

Internet-based system must connect with the Department's school choice website, collect registration dates, track monthly registrations, allow information transfer between schools when families move or choose other schools, and permit document uploads.

School districts and charter schools must provide computer access so parents can complete the registration online.

Department must establish a recommended kindergarten registration date at least 6 weeks before the school choice program deadline, provide employee training on the process, and issue privacy guidelines for submitted information.
