Establishes a Quality Improvement Advisory Council comprising 9 members: one DDDS staff member, four service provider representatives (supported employment, day habilitation, residential, and clinical nursing/behavioral analysis), and four disability advocates appointed by legislative leaders.

Requires the Division of Developmental Disabilities Services to obtain and track starting/average hourly wages for direct support professionals, DSP turnover rates, and duration and number of vacant DSP positions from all day and residential service providers through contract requirements.

Mandates an annual report to the General Assembly and Department of Health and Social Services detailing substantiated incidents of abuse, neglect, and exploitation; DSP wage and staffing information; corrective measures processes; and other trends and recommendations developed in consultation with the Advisory Council.

Authorizes DDDS to promulgate rules, regulations, and administrative policies in consultation with the Advisory Council to implement services for adults with intellectual and developmental disabilities.

Requires the Joint Legislative Oversight and Sunset Committee to review the Advisory Council's effectiveness in 2022 as a collaboration tool between DDDS and the provider community; effective July 1, 2019.
