Authorizes the Governor, Attorney General, Secretary of the Department, or General Assembly to request audits of charter school finances if there is evidence of misuse of State money or violations of the Delaware Criminal Code, charter school regulations, state ethics code, or procurement law.

Requires the Auditor of Accounts to conduct or contract for requested charter school audits and file written reports to the Governor, Attorney General, Secretary of the Department, and legislative leadership for distribution to the General Assembly.

Mandates audits by the Auditor of Accounts if a charter school has material exceptions in financial audits, going concern disclosures, material weaknesses in internal controls, missing IRS Form 990 filings, or has existed for fewer than 5 years under current or prior charter terms.

Specifies that voluntary financial audits provided to the Auditor of Accounts do not trigger mandatory audits under the law's requirements.

Prohibits the Auditor of Accounts from charging for audits conducted or contracted for under the new audit request provisions.
