Establishes the DHSS Reorganization Committee to conduct a strategic review and develop recommendations for separating the Department of Health and Social Services into two separate Cabinet-level agencies.

Committee membership includes legislators from both parties, the DHSS Secretary, state budget officials, representatives from disability councils and healthcare associations, and public members with expertise in health and social services.

Requires the Committee to follow guiding principles emphasizing high-quality services, accessibility, operational efficiency, and thorough consideration of impacts to personnel, information systems, customer service, federal funding, and budgets.

Committee must report to the Joint Finance Committee by March 1, 2020 with progress on the strategic plan and initial recommendations, and by March 1, 2021 with a detailed implementation plan including timelines, code changes, staffing impacts, and projected costs.

Directs the Joint Finance Committee to consider the strategic planning results for inclusion in the Fiscal Year 2022 budget.
