Allows public and private facilities in Sussex County to sell nonoxygenated gasoline (including ethanol-free gasoline) and oxygenated gasoline containing isobutanol for vessels.

Applies only to facilities where fuel cannot be directly pumped into motor vehicles, limiting sales to vessel use only.

Directs the Department of Agriculture to adopt regulations necessary to administer and enforce the new fuel sales provisions.

Takes effect 90 days after enactment.

Intended to address competitive disadvantage with Maryland, which allows non-ethanol fuel sales in adjacent counties, while maintaining air quality compliance in Sussex County.
