Parents of students enrolled outside their home district or in a non-standard school within their district are responsible for transportation to regular bus routes without reimbursement, except students in grades 6-12 may use annual student bus passes.

Charter schools may request transportation from the district school board at fair cost, receive 70% state reimbursement of vocational district transportation costs, or publicly bid routes and negotiate multi-year contracts with contractors.

School districts and charter schools may purchase annual student bus passes from Delaware Transit Corporation for grades 6-12 students to use on fixed-route public transit, but cannot require students to use public transportation or reimburse them directly.

Charter schools must comply with all public school transportation safety regulations if they transport students themselves, and the Delaware Transit Corporation is not subject to additional obligations beyond federal and state law.

Each district and charter school must report annually to the Public School Transportation Committee within 30 days of school opening on the number of students using DART annual student bus passes.
