Requires the Department of Health and Social Services to establish a grading and classification system for food establishment inspection results that identifies and represents each establishment's degree of compliance with state standards.

Increases the permit fee for public eating places from $100 to $150, effective July 1, 2020, to support enforcement of Delaware's Food Code and plan reviews.

Mandates formation of a stakeholder panel to advise the Department on the grading and classification system, with initial regulations due by February 1, 2020.

Stakeholder panel includes two state representatives, two state senators, the Department of Health and Social Services Secretary, the Delaware Restaurant Association President, three restaurant owners, and three Division of Public Health representatives.

Grading system regulations become effective July 1, 2021; permit fee increase becomes effective July 1, 2020.
