Authorizes the Secretary of the Delaware Department of Safety and Homeland Security to receive a deed from the Town of Smyrna for a 1.57-acre parcel at 5501 DuPont Parkway in New Castle County (Tax Map Parcel ID No. 15-022.00-016) for $1.00 "as is."

Authorizes the Secretary to re-convey the same parcel back to the Town of Smyrna for $1.00 "as is" without the original public-purpose-only requirement.

Permits the Department of Safety and Homeland Security to use space on any water tower constructed on the parcel or an adjacent site at no cost for installing public safety communications antennas.

Removes the reversionary interest requirement that would force the land back to State ownership if no longer used for public purposes, allowing the Town to exchange the parcel with an adjacent private landowner.

Requires the Town of Smyrna to pay all costs associated with the land transfers.
