Prohibits discrimination based on genetic characteristics, genetic information, or genetic test results in the issuance, denial, withholding, extension, and renewal of disability insurance and long-term care insurance.

Expands protection to disability and long-term care insurance, filling a gap left by federal law which only covers health insurance.

Requires insurers to provide written notice to individuals before requiring genetic testing and obtain written authorization prior to test administration.

Requires insurers to provide test results and written interpretation by a qualified professional to the individual or designated health care practitioner if requested in writing.

Defines "unfair discrimination" to include applying genetic test results in a manner not reasonably related to anticipated claims experience.
