Creates a new "CBD-Rich" medical marijuana card category for adults to treat anxiety and other conditions approved by the Department of Health and Social Services

Defines "Cannabidiol-Rich medical marijuana" as strains or products with elevated CBD levels and specific CBD/THC concentration profiles approved by the Department based on Medical Marijuana Act Oversight Committee recommendations

Requires registry identification cards to clearly specify the type of cardholder: qualifying adult patient, pediatric patient caregiver, adult patient caregiver, CBD-Rich patient, or CBD-Rich patient caregiver

Limits CBD-Rich cardholders to receiving only Cannabidiol-Rich medical marijuana products, not the full range of medical marijuana available to other qualifying patients

Takes effect upon enactment and must be implemented within 1 year or upon promulgation of final regulations, whichever occurs first
