Establishes the Universal Pre-K Consortium to develop a comprehensive plan for implementing a mixed-delivery, non-compulsory public pre-kindergarten program for all 4-year-olds in Delaware.

Consortium composed of 11 members including 4 legislators (majority and minority from both chambers), Secretaries of Education and Health and Social Services, and representatives from parent-teacher associations, school boards, educators, and early childhood organizations.

Senate majority caucus member appointed by the President Pro Tempore serves as chair and is responsible for organizing meetings, distributing materials, and ensuring final report submission.

Consortium must hold first meeting by January 31, 2020, and submit a comprehensive report with findings and recommendations to the General Assembly, Governor, and Legislative Council by January 31, 2021.

Department of Education required to provide reasonable support staff and materials; act expires upon submission of the final report.
