Allows institutions to grant admission deferrals of up to 1 calendar year for students unable to attend fall semester immediately after high school graduation due to military service, full-time volunteer service participation, or documented medical conditions, with possibility of one additional consecutive year upon appeal.

Requires institutions to annually report to the General Assembly the names of SEED program students enrolled, total expenditures made, and identify which students pursue a bachelor's degree after completing an associate degree.

Extends SEED grant eligibility to students who complete an associate degree and immediately pursue a bachelor's degree at the University of Delaware and/or Delaware Technical Community College, covering their junior year or equivalent credits.

Maintains existing SEED program eligibility requirements including minimum credit hours, continuous enrollment of at least 2 semesters per academic year, cumulative GPA of 2.5, and felony conviction certification.

Limits SEED grant participation to 6 continuous semesters (excluding summer) for associate degree completion, with grants not allowed for courses repeated or taken in excess of degree requirements except for program admission prerequisites and Associate in Arts program courses.
