Clarifies that a driver education learner's permit is issued to individuals who have met all Level 1 learner's permit requirements but have not yet passed a road skills test.

Requires driver education learner's permit applicants to be ages 16-17 (or 16-21 if receiving special education services) and to have completed driver education coursework, classroom hours, and in-car observation before applying.

Establishes that applicants must pass a written test, be certified by their driver education teacher as needing additional supervised driving experience, and meet requirements under Title 14 § 4125(a)(2) and (3).

Specifies that driver education learner's permit holders must pay the full driver license fee upfront, with the permit valid for 4 months to complete the road skills test or the fee is forfeited.

Maintains restrictions on driver education learner's permit holders including supervision by a licensed parent/guardian or licensed driver age 25+, prohibition on cell phone use while driving, and limit of one additional passenger (excluding immediate family).
