Expands New Castle County's authority to provide lighting beyond streets and highways to include "other areas," specifically neighborhood entrance signs in unincorporated communities and villages.

Requires unincorporated communities or villages to first obtain County Council approval for street/highway lighting before petitioning the Department of Finance for neighborhood entrance sign lighting.

Designates New Castle County as responsible for maintaining entrance sign lights, while the community or village must maintain the sign itself.

Allows County Council to levy an annual tax on properties within petitioned communities to cover full lighting costs plus up to 10% for administration and billing, with exemption for farmland.

Authorizes New Castle County to promulgate additional ordinances, rules, or regulations regarding street, highway, and entrance sign lighting that do not contradict Chapter 21 provisions.
