Changes motor vehicle dealer annual assessments from mandatory ("shall") to discretionary ("may") and allows the Public Service Commission to establish assessments only "as needed" rather than annually.

Modifies telecommunications service provider regulations to exempt internal reorganizations and mergers between commonly-owned entities from requiring PSC approval, and removes certain tariff filing requirements for competitive services.

Updates the definition of "basic services" for telecommunications to mean only switched access services, and simplifies the classification of competitive services.

Changes the effective date for rate regulation of basic telecommunications services to January 1, 2020, when providers become subject to prevailing federal jurisdiction rather than state-mandated rate formulas.

Removes a requirement that electric suppliers provide quarterly fuel mix disclosure reports, reducing regulatory reporting obligations for electric suppliers.
