Extends renewable energy portfolio standards through 2035, requiring minimum percentages of electrical energy sales from eligible renewable sources, reaching 40% by 2035.

Adds solar water heaters as eligible energy resources and defines "solar technology" to include both solar photovoltaic and solar thermal energy technologies.

Grants 150% credit toward renewable energy standards for eligible energy resources located on certified brownfields installed on or before December 31, 2023.

Transfers administrative authority for renewable energy portfolio standards from the State Energy Coordinator and Delaware Energy Office to the Director of the Division of Climate, Coastal, and Energy within the Department of Natural Resources and Environmental Control.

Makes technical corrections to conform existing law to Delaware Legislative Drafting Manual standards, including replacing "shall" with "must" throughout the statute.
