Grants the Municipal Service Commission of New Castle control over water and electric light supply, and management of any additional systems approved by City Council.

Authorizes the Commission to supply and distribute water up to three miles beyond the city's corporate limits, with discretion to determine customers, set rates, and establish terms and conditions.

Empowers the Commission to acquire private property within city limits or up to three miles beyond for constructing water and electricity facilities, subject to City Council approval by resolution.

Allows property acquisition through negotiated agreement with owners or, if agreement cannot be reached, through condemnation proceedings as prescribed in the City of New Castle Charter.

Makes a technical correction to the charter reflecting language previously passed in HB 344 of the 148th General Assembly.
