Clarifies that vehicles must be driven in the right-most lane when available, with exceptions for overtaking, obstructions, three-lane roads, and one-way traffic.

Requires vehicles traveling slower than normal traffic speed to use the right-hand lane or stay as close as practicable to the right curb, except when overtaking or turning left.

Prohibits trucks weighing 10,000 pounds or more registered gross weight from driving in the farthest left-hand lane on limited-access portions of State Route 1, except when turning left, passing slower vehicles, entering/exiting, or responding to emergencies.

Establishes civil penalties of up to $100 for first violations and up to $200 for subsequent violations on limited-access portions of State Route 1.

Applies truck lane restrictions and penalties only to State Route 1 sections designated as "express highways" or "controlled-access facilities."
