Transfers the Office of Child Care Licensing from the Department of Services for Children, Youth and Their Families to the Department of Education, effective July 1, 2020.

Requires the Department of Education to ensure that Delaware Stars for Early Success quality rating standards are consistent with Office of Child Care Licensing regulations.

Establishes a Provider Advisory Board within the Office of Child Care Licensing consisting of 7 members appointed by the Governor, including family child care home providers and day care center directors from each county.

Preserves all pending investigations, hearings, legal proceedings, orders, and contracts of the Office of Child Care Licensing and transfers employees to the Department of Education with accrued benefits.

Requires the Secretaries of both departments to develop and implement a transition plan by July 1, 2020, including regulatory, budgetary, operational, and personnel changes necessary for the transfer.
