Amends Article I, Section 21 of the Delaware Constitution to add protections against discrimination based on race, color, and national origin, in addition to the existing sex-based discrimination prohibition added in 2019.

Modifies constitutional language to read: "Equality of rights under the law shall not be denied or abridged on account of race, color, national origin, or sex."

Requires a two-thirds majority vote in both houses of the General Assembly for passage, as mandated by Article XVI, Section 1 of the Delaware Constitution for amendments.

Brings Delaware into alignment with at least 15 other states that have added explicit constitutional protections against discrimination based on race, color, or national origin.
