Expands the definition of "race" in Delaware discrimination law to include traits historically associated with race, specifically hair texture and protective hairstyles (braids, locks, and twists).

Adds definitions of "protective hairstyle" and expanded "race" across multiple Delaware Code sections covering employment, housing, education, insurance, public accommodations, and jury selection.

Applies the expanded race definition to discrimination prohibitions in employment (state and county positions), housing, charter school admissions, insurance underwriting, and apprenticeship programs.

Makes technical corrections to conform language in Delaware Code provisions to current legislative drafting standards (changing "shall" to "may not" and similar modernizations).

Based on 2019 research showing Black women are 80% more likely to change natural hair for workplace acceptance and 50% more likely to be sent home from work due to hair policies.
