Establishes that denying parking to holders of special license plates or permits for persons with disabilities is an unlawful discriminatory practice under Delaware's equal accommodations law.

Clarifies that persons with disability parking plates or permits may park for unlimited periods in spaces where time limits otherwise apply, and must be able to park in metered spaces for at least 1 hour.

Prohibits signs or notices that restrict parking by disability permit holders as a violation of equal accommodations law.

Specifies that disability permit holders may not park in spaces where all stopping/standing/parking is prohibited, spaces reserved for other vehicle types, assigned spaces for other persons, or areas with rush hour prohibitions or traffic hazards.

Makes technical corrections to Delaware Code language related to disability parking provisions.
