Establishes that children with disabilities attending homeschools under § 2703A are eligible for speech language pathology and audiology services in the same manner as students attending private schools.

Amends the definition of "free appropriate public education" for homeschooled students to specify it means speech language pathology and audiology services required to assist children with disabilities in meeting educational standards.

Requires school districts (excluding vocational districts) to evaluate or reevaluate children with disabilities in homeschools upon parental request to determine need for speech language pathology and audiology services.

Specifies that homeschooled children with disabilities must comply with school district evaluation requirements and service plans to be eligible for related services.

Makes technical corrections to conform existing special education law to Delaware Legislative Drafting Manual standards.
