• Enacts the National Popular Vote Compact, requiring Delaware to award its electoral votes to the presidential candidate receiving the most popular votes nationwide across all 50 states and the District of Columbia, rather than just within Delaware.

• Compact becomes effective only when states collectively possessing a majority of electoral votes (270 of 538) have enacted it; Delaware's participation activates upon that threshold being reached.

• Establishes the State Election Commissioner's duty to provide written notice in the Register of Regulations when the compact governs a presidential election and when it ceases to govern.

• Makes conforming changes to existing statutes governing presidential elector selection, including revisions to how electors are appointed when the compact is in effect versus when it is not.

• Ensures delegates to state constitutional conventions continue to be elected under current procedures regardless of whether the National Popular Vote Compact is active.
