Adds a new definition of "bottle club" to Title 4 § 101 as an establishment operated for profit where customers bring alcoholic liquors onto the premises, consume them there, and remove them upon departure.

Expands bottle club licensing to include wedding venues and persons renting premises for social gatherings with adequate food, in addition to the existing restaurant category.

Permits bottle clubs to operate on any day of the week and holidays, except between 2:00 a.m. and 9:00 a.m. when alcoholic liquor consumption is prohibited on the premises.

Requires that if a bottle club licensed for social gatherings uses an off-site caterer, all alcohol must be provided by that caterer.

Makes technical corrections to conform existing law to Delaware Legislative Drafting Manual standards.
