Repeals House Bill 204 (2018) and restores pretrial release laws that existed before its enactment, shifting away from reduced monetary conditions toward greater use of cash bonds and secured release.

Redefines bail terminology and types of release, including personal recognizance, unsecured personal appearance bonds, secured personal appearance bonds, and cash personal appearance bonds.

Establishes presumption that cash personal appearance bonds will be set for defendants charged with violent felonies involving firearms or committed while on probation or pretrial release.

Requires courts to use objective risk assessment instruments to evaluate defendant flight risk, re-arrest likelihood, and victim/community safety, with consideration for domestic violence victims.

Mandates immediate remand to Department of Correction for defendants released pretrial who plead guilty or are convicted of felonies carrying mandatory minimum incarceration, with exceptions for Title 21 offenses.
