Extends the maximum validity period for commercial learner permits (CLPs) from 6 months to 1 year.

Allows only 1 renewal or re-issuance of a CLP within a 1-year period, with the 1-year period beginning from the issuance date of the original permit.

Maintains existing CLP eligibility requirements: applicant must be at least 18 years old, hold a valid Delaware driver license, and pass vision and written tests for a commercial driver license.

Preserves the requirement that CLP holders must be accompanied by a valid commercial driver license holder for instruction and prohibits CLP holders from transporting hazardous materials.

Makes technical corrections to conform existing law to Delaware Legislative Drafting Manual standards.
