Establishes Section 7A of the Town of Bridgeville Charter to specify conditions under which the Commission must declare a Commissioner's office vacant, including failure to qualify within 7 days, loss of residency, death, resignation, felony conviction, absence from 6 consecutive meetings, mental incompetence, forfeiture under the Charter, or court removal.

Amends Section 13A regarding vacancy procedures to clarify that vacancies occurring under Section 7A may be filled by majority vote of remaining Commissioners, with the appointee serving until the next annual election when the remainder of the term must be filled by election.

Changes the disqualification standard from "competent" to "incompetent" to establish a clear standard for determining whether a Commissioner can fulfill office duties.

Requires a two-thirds vote in both houses of the General Assembly for passage as mandated by Article IX of the Delaware Constitution for municipal charter amendments.
