Amends Chapter 80 of Title 29 of the Delaware Code to establish § 8062 regarding State of Delaware Electric Vehicle Charging Infrastructure.

Authorizes state agencies that have installed electric vehicle supply equipment (EVSE) to make such equipment available to the public and/or employees at their discretion.

Permits state agencies to charge fees for EVSE usage in coordination with the Office of Management and Budget, provided fees do not exceed the state's actual costs associated with the equipment and electricity.

Limits EVSE locations to state-owned or state-leased properties used for state offices, customer service centers, maintenance facilities, correctional facilities, visitor centers, research centers, health care facilities, recreational facilities, and other properties with state employees or business visitors.

Defines key terms including "Electric Vehicle" to encompass both plug-in hybrid vehicles and all-electric vehicles powered by internal batteries.
