Creates a special "Support Pollinators" license plate available to owners of private passenger vehicles, business-owned vehicles, and trucks or trailers with a gross vehicle weight rating of 26,000 pounds or less, contingent on receiving at least 50 applications.

Charges a one-time fee of $50 ($15 administrative fee plus $35 for the program) on initial application in addition to regular registration fees, with replacement plates available at a Division-set cost.

Directs the $15 administrative fee into a special fund for promoting plate sales and administering the program, with remaining administrative proceeds applied to pollinator conservation efforts.

Requires the remaining $35 from the one-time fee to be deposited with the Department for pollinator-related work, including native species and milkweed plantings.

Allows the plate design to substitute "Support Pollinators, Plant Native Species" for "The First State" and requires Division approval of designs to prevent public safety enforcement problems.
