Expands the prohibition on discarding trash on Delaware highways to explicitly include yard waste (leaves, grass trimmings, brush, wood chips, and shrub/tree trimmings)

Defines "yard waste" as decomposable waste materials generated by yard and lawn care activities

Applies existing penalties for trash disposal violations to yard waste violations: $115-$125 minimum fine plus up to 8-25 hours community service for first/second offenses, with mandatory $500 additional penalty if violation occurs on a "Delaware byway"

Clarifies that yard waste is prohibited under subsections (c) and (e) governing general litter and trash disposal exceeding 5 pounds or 1 cubic foot on or alongside highways

Makes technical corrections to existing statute language to conform with Delaware Legislative Drafting Manual standards
