Increases Delaware House of Representatives from 35 to 41 members, with 2-year terms.

Maintains Delaware Senate at 21 members with 4-year terms, but staggers initial elections after redistricting so 10 Senators serve 2-year terms and 11 serve 4-year terms.

Establishes redistricting criteria requiring districts to be contiguous, nearly equal in population, bounded by natural boundaries, and not favor any person or political party.

Requires General Assembly to redistrict after each federal decennial census and authorizes General Assembly to enact laws establishing redistricting rules and procedures.

Repeals obsolete constitutional provisions regarding legislative districts found unconstitutional by federal courts for failing to provide equal voting power.
