Suspends the requirement in § 5253(c)(5) for employees approved for short-term disability benefits who cannot receive non-emergency or elective surgeries during the 2020 COVID-19 State of Emergency.

Authorizes the Committee to approve a supplemental disability wage equal to 15% of salary for employees whose short-term disability claims were approved or extended for the entire benefit period and who were awarded long-term disability benefits due to inability to obtain necessary non-emergency healthcare services.

Authorizes the Committee to make other adjustments to Chapter 52A of Title 29 deemed necessary to appropriately administer the disability insurance program for employees unable to obtain non-emergency or elective surgeries during the 2020 COVID-19 State of Emergency.

All provisions expire on December 30, 2020, ensuring modifications continue even if the State of Emergency ends before that date.
