Establishes the Community Sustainable Energy Authorities Act, authorizing municipalities, towns, counties, and the Delaware Sustainable Energy Utility to create authorities that develop and operate community sustainable energy projects serving residential, small business, nonprofit, and governmental energy users.

Updates the Renewable Energy Portfolio Standards by setting escalating minimum percentages for eligible energy resources and solar photovoltaics through 2035, with community solar renewable energy credits (CSRECs) requirements beginning at 0.20% in 2021 and increasing to 3.50% by 2035.

Provides enhanced renewable energy credits for microgrids serving critical emergency facilities (1.5 CSRECs per CSREC for five years) and for eligible energy resources on certified brownfields (150% credit), provided recipients cannot claim other CSREC credit benefits.

Caps community sustainable energy projects at 5 megawatts per project and 20 megawatts statewide annually (increasing to 10 and 50 megawatts respectively in 2030), with authority governance by boards of at least 5 municipal energy user members.

Modifies solar alternative compliance payment amounts from $400-$500 to $150 per megawatt-hour and permits CSREC requirements to be satisfied with regular SRECs when CSRECs are unavailable and would exceed 200% of average SREC costs from prior two years.
