Expands contractor options for satisfying craft training requirements on large public works projects by allowing annual financial contributions to the Delaware Department of Education Trade/Apprentice Fund instead of directly providing apprentice and journeyman training.

Establishes that the Secretary of the Department of Labor shall annually determine the required contribution amount, equal to the average cost of one year of classroom instruction for all registered and approved crafts in Delaware.

Clarifies that craft training may be provided through agreement with another organization and expands eligible training programs to include any apprenticeship program approved and registered with state or federal apprenticeship agencies, not limited to Delaware-registered programs.

Specifies that craft training requirements apply to each craft included in the contract and applies to both contractors and subcontractors employing 10 or more total employees on prevailing wage projects (except federal highway projects).

Limits contractors or subcontractors from using the financial contribution alternative to satisfy training requirements for no more than 3 consecutive years.
