Extends tenant protections beyond the COVID-19 state of emergency through the "COVID-19 recovery period," defined as 61 days following termination of the emergency declaration.

Prohibits summary possession actions against rental units during the recovery period and prevents charging late fees or interest on tenant accounts during this time.

Limits holdover tenant liability to monthly rental amounts (not double rent) and restricts liability for further losses to those that would have been owed under the previous rental agreement.

Allows the Governor to issue modified COVID-19 orders during the recovery period that impose less restrictive protections or suspend protections to gradually transition back to normal operations based on market conditions.

Expires automatically 61 days after the COVID-19 state of emergency ends unless extended by the General Assembly; applies protections to both standard rental units and owner-occupied manufactured homes on leased land.
