Clarifies that individuals who are subjects of false reports are victims entitled to restitution under Chapter 41 of Title 11 and benefits of the Victims' Bill of Rights.

Establishes mandatory penalties for falsely reporting a child abduction (§1245(a)(3)d): minimum $500-$1,000 fine that cannot be suspended, minimum 100 hours community service, and reimbursement to the State or responding agency for investigation and response expenses.

Maintains class A misdemeanor penalty for falsely reporting incidents, escalating to class G felony for repeat offenders.

Adds § 1245(a)(3) falsely reporting an incident (when an individual is the subject of the false report) to the definition of "crime" in Title 11 § 9401 for purposes of victims' rights.

Corrects cross-reference in Title 16 § 6638 to reflect amendments to § 1245 regarding false alarm definitions.
